Like the old CRT monitors, the users do not have to pay a high amount against electricity bill for running the flat screen monitors.

Best flat panel CRT television?

I know I'm about ten years behind on the technology, but I'm also a grad student trolling Craigslist for free - $30 tv's, so I can't be picky. I've come across lots and lots of aggressively helpful "Best LCD..." lists, but the "Best CRT..." lists seem to be archived in an alternate dimension. So, for someone who is picky beyond their means about screen quality, pixelation, deep black, etc., what should I be looking for in the two-three years used CRT market in the 27" range?

Flat-screen you mean. I would have to agree completely, CRT is the way to go. And Craigslist is a wonderful site.

The Sony Trinitron line has long been regarded as the avant-garde in CRT technology: first aperture grille CRT and therefore first cylindrically-curved screen (instead of spherically-curved), and first consumer-market perfectly flat-screen CRT (FD Trinitron WEGA).

Sharp made a good 27" flat-screen CRT around 2006-2007 also.
JVC and Panasonic (Tau series) were very good also.
Samsung was also good, but I'd recommend their DynaFlat CRTs over their SlimFit CRTs; the SlimFit models may be physically thinner, but because of this are more susceptible to geometry issues, particularly at the edges.
Philips, believe it or not, also made pretty good CRTs. As did LG and Zenith (not sure if you'll find a Zenith CRT that recent though).
Toshiba made good CRTs as well, but around 2005 they may have dropped off slightly in quality, as that's when they turned over CRT production to Orion (who also makes other brands like Sansui). (I own a Toshiba from 1993 that's still going strong)
Magnavox, Sylvania, Emerson, and Symphonic were also not too bad. RCA (and ProScan), an okay brand, but another one that has certainly gone downhill over the past two decades.

In general, if they make good LCDs now, they probably made good CRTs.

Apex, Dynex, Insignia, any unheard-of brands, I'd steer clear from. Of the lesser-known brands, I'd say Memorex may be your best bet.

If possible, bring a DVD with test patterns so that you can see if the color, geometry, and focus look all right. Don't forget to set the brightness (black level) and contrast (picture intensity) correctly: http://www.poynton.com/notes/brightness_and_contrast/
