What is up with 24 Hz?

I just bought a plasma television and I was told plasmas have a refresh rate of 180Hz or above. When I played my 1080p television at 720p resolution the television told me it was only playing the movie at 60Hz. Then I bought a Playstation 3 with the HDMI cord and played a Blue Ray movie (Eagle eye). The refresh rate dropped down to 24 Hz, I do not understand it. Maybe I have no idea what I am talking about. Someone please clarify this for me.

TVs always play at their native refresh rate, either 60 Hz or 120 Hz.
What you see on the display is the input refresh rate.

Movies are encoded at 24 Hz, TV is at 60 Hz.

However, there are TVs that can play at multiples of 24 Hz, this allows them to play movies without interpolating frames (3:2 pull-down)
